CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br />Interim City Manager Lianne Marshall reported on the July 5 th Council referral to the Rules <br />and Communications Committee regarding the prohibition on keeping chickens and bees <br />within City limits. The matter was discussed by the Business and Housing Development <br />Committee in September 2009, and the Committee did not wish to change the current policy. <br />Ms. Marshall recommended that if the Council wished to reconsider this matter, the referral <br />should be redirected to the Business and Housing Development Committee. <br />7. AMENDMENT OF CONSENT CALENDAR <br />Consent Calendar was amended to remove Items 8.C.2.a., 8.L, and 8.0. Items will be <br />considered under Item 9, Items Removed from Consent Calendar. <br />8. CONSENT CALENDAR <br />Items 8.C.2.a., 8.L, and 8.0. were removed from the Consent Calendar to Item 9, Items <br />Removed from Consent Calendar. The remaining items on the Consent Calendar were <br />approved by the following vote: <br />M/S /C Cutter and Prola. Ayes: 7; Noes: 0 <br />A. Minutes of the Special Meeting of June 30, 2011. Approved as submitted. <br />B. Minutes of the Meeting of July 5, 2011. Approved as submitted. <br />C. Reports on City Council Committees. <br />Finance Committee Meeting of July 8, 2011. Accepted as submitted. <br />a. COMMITTEE RECOMMENDATION: The Committee recommends <br />City Council approval of the proposed Interfund Loan and Advance Process <br />and Authority Policy, requiring City Council approval for amounts greater <br />than $499,999. <br />The City Council approved this recommendation. <br />2. Rules and Communications Committee Meeting of June 23, 2011. Accepted as <br />submitted. <br />a. COMMITTEE RECOMMENDATION: The Committee recommends <br />that the City Council schedule approval for the creation of a pilot program to <br />
