City Council Rules and Communications Committee Pa {,; ,x 3
July 25, 2011
3. Continued Discussion Regarding Social Media Policy
Assistant City Attorney Pio Roda reviewed the updates to the proposed social media policy
based on additional research and discussions with his colleagues, including language added to
address postings to blogs and other social media sites, and he noted it is a fairly robust policy
compared to others the Committee has reviewed.
The Committee discussed rules for Councilmembers' campaign websites, and training on the
new policy. Chair Cassidy commented that he would like the training on the proposed policy
occur prior to adoption. Ms. Marshall suggested scheduling training/review of the policy as an
Action Item on a future Council regular meeting agenda.
Committee Recommendation The Committee recommends that the City Council schedule
training on the Social Media Policy at a City Council meeting in early 2012, then subsequently
schedule consideration of resolutions approving the Social Media Policy and accompanying
Council Handbook Guideline.
4. Review and Prioritization of Future Agenda Items
Ms. Marshall suggested keeping the number of agenda items scheduled per meeting to three,
due to staff time involved, and the desire to keep the meeting time to one hour. She
recommended delaying the consideration of video recording Council meetings, as funds may
not be available to implement it now.
The Committee reviewed and prioritized the various items, and requested the review of video
recording City Council meetings be deferred to sometime in 2012. Consideration of changing
the Council meeting day from Monday to Tuesday, combined with the earlier
publication/delivery of the City Council agenda; discussion regarding paperless agenda packets;
and providing press releases to online news wires will be scheduled on the September Rules
Committee meeting agenda. The Sustainability Committee item will be scheduled for a future
Council discussion in 2012.
5. Public Comments
Lou Filipovich commented on the two school districts within the City's boundaries, and his
concern regarding government's misuse of taxpayers' revenue.
6. Committee Member Comments
Committee Member Prola noted that the City Council agenda is available on the City website.
Mr. Filipovich commented that he is not computer literate and cannot access the agenda online.
