ESPL -5041 (035). <br />SUMMARY AND RECOMMENDATION <br />Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing <br />the City Manager to release the Maintenance Bonds for the subject project upon successful <br />completion of the one -year maintenance period. <br />BACKGROUND <br />In early 2009, President Obama signed into law the Federal American Recovery and <br />Reinvestment Act of 2009 (ARRA). The ARRA contained approximately $49 billion in <br />transportation funding, with $27 billion for roads. <br />The City of San Leandro received $1,338,000 during the first round of ARRA funding <br />programmed for Alameda County, which was used to reconstruct portions of Washington <br />Avenue and Aladdin Avenue. The bids for the project came in much lower than anticipated due <br />to a favorable bidding market, which resulted in a savings of $308,115. <br />The Alameda County Congestion Management Agency (ACCMA) worked with the <br />Metropolitan Transportation Commission (MTC) to create the ARRA Cost Savings Plan, which <br />was a means for local agencies to recapture the unspent ARRA funding for use on other projects. <br />As a result, the cost savings for San Leandro was used to reconstruct Bancroft Avenue from <br />138th Avenue to 148th Avenue. <br />During construction, it was discovered that there are shallow gas main crossings along Bancroft <br />Avenue at the 140"' Avenue, 141 Avenue, and 142 nd Avenue intersections.
