Bancroft Avenue Street Rehabilitation, Acceptance of Work 2 September 6, 2011 crossings were exposed, backfilled with sand, and covered with metal plates by the City's contractor for ease of access by PG &E construction crews. PG &E is in the process of completing construction to either lower or abandon the gas main crossings at these three intersections. Analysis On July 19, 2010, the City Council awarded the construction contract for the subject project to O.C. Jones & Sons, Inc. Construction is now complete and is in compliance with the contract documents. The scope of work included milling off the top layer of asphalt concrete (AC), cement treating the roadway base materials for strength and repaving the surface with 4 inches of AC. Curb ramps within the project limits that did not comply with current Americans with Disabilities Act (ADA) standards were replaced under a separate contract by another contractor prior to commencement of road reconstruction as a means to expedite the project. Previous Citv Council Actions • On March 2, 2009, by Resolution No. 2009 -030, the City Council authorized the filing of an application for ARRA funding and assured completion of the project • On March 2, 2009, by Resolution No. 2009 -031, the City Manager authorized the appropriation of $1,338,222 of ARRA Grant Funds • On March 2, 2009 by Resolution No. 2009 -032, the City Manager authorized to Advertise and Award the ARRA funded San Leandro Street Rehabilitation Project • On October 5, 2009, by Resolution No. 2009 -136, the City Council approved Program Supplement Agreement No. 015 -N to Administering Agency — State Agreement No. 04- 5041 R to accept federal funds for the San Leandro Street Rehabilitation Project, City Project No. 144 -38 -296 & 150 -38 -315, Federal Aid Project No. ESPL -5041 (033) • On December 7, 2009, by Resolution No. 2009 -159, the City Council authorized the City Manager to file an application for ARRA cost savings funds for the Bancroft Avenue Street Rehabilitation Project and assure completion of the project • On December 7, 2009, by Resolution No. 2009 -160, the City Council authorized the City Manager to appropriate $206,979 of ARRA grant funds for the Bancroft Avenue Street Rehabilitation Project • On June 7, 2010, by Resolution No. 2010 -064, the City Council approved the plans and specifications and called for bids for the subject project • On July 19, 2010, by Resolution No. 2010 -096, the City Council approved the award of contract for the subject project to O.C. Jones & Sons, Inc. Applicable General Plan Policy This action is consistent with Streets and Highway Goal No. 16 of the General Plan and Action Item 16.03 -A: Funding for Maintenance.
