CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: September 6, 2011 <br />TO: Lianne Marshall, Interim City <br />FROM: Uchenna Udemezue, Director <br />Engineering and Transportatio <br />BY: Keith Cooke, Principal Engine <br />Engineering and Transportatio <br />SUBJECT PROJECT /PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />D <br />Lianne Marshall <br />Interim City Manager <br />RESOLUTION AUTHORIZING ACQUISITION OF A PUBLIC UTILITY EASEMENT <br />OVER A PORTION OF 2700 MERCED STREET. <br />SUMMARY AND RECOMMENDATION <br />This resolution approves the attached easement documents and authorizes the City Manager, or <br />his /her designee, to negotiate, purchase, and accept a public utility easement to facilitate utility <br />undergrounding on Merced Street. <br />Staff recommends approval of a resolution authorizing acquisition of a public utility easement <br />over a portion of 2700 Merced Street. <br />BACKGROUND <br />The Underground Utility Master Plan adopted in 1992 designates Merced Street from Williams <br />Street to Wicks Boulevard as an underground utility street. Kaiser Permanente is making <br />significant improvements to their property at 2500 Merced Street and as a result is relocating the <br />existing utilities along Merced Street from overhead to underground. <br />Analysis <br />h1 order to fully underground the utilities in front of 2500 Merced Street, work must be done in <br />front of adjacent properties. Design of the underground utilities has necessitated the need for a <br />utility vault in front of 2700 Merced Street, which will not fit within the existing right -of -way: <br />An easement over a strip of land 5.5 feet wide and 10.5 feet long located along the western <br />property line of 2700 Merced is required for installation of this vault. Easement documents <br />including a legal description and plat describing the area of the easement are attached to the <br />proposed resolution. <br />The proposed easement is located within the landscaped setback area required by the City's <br />Zoning Code; an easement over this property will not change the area available to the property <br />owner for parking vehicles or for construction of buildings. <br />
