CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: <br />TO: <br />FROM: <br />BY: <br />September 6, 2011 <br />Lianne Marshall, Interim City <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Uchenna Udemezue' Director <br />Engineering and Transportation epartment <br />Keith Cooke, Principal Engine <br />Engineering and Transportation Depa i e t <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION AFFIRMING THE SANITARY SEWER CONNECTION FEES FOR NEW <br />CONSTRUCTION AND AMENDING THE SAN LEANDRO ADMINISTRATIVE CODE <br />TITLE 12, CHAPTER 5 RELATING TO UNIFORM WASTEWATER DISCHARGE <br />REGULATIONS. <br />SUMMARY AND RECOMMENDATION <br />This resolution affirms that the existing sewer connection fee covers calculated costs for <br />expanding the capacity of the sanitary sewer system to meet the needs of the City's Downtown <br />Transit Oriented Development (TOD) plans and amends the San Leandro Administrative Code to <br />provide for inflationary adjustment of the sewer connection fee. <br />Staff recommends approval of a resolution affirming the sanitary sewer connection fees for new <br />construction and amending the San Leandro Administrative Code Title 12 Chapter 5 Uniform <br />Wastewater Discharge Regulations. <br />BACKGROUND <br />A sanitary sewer connection fee is currently collected from developers when new buildings are <br />connected to the system and when a change of use of an existing building increases sewage <br />production from an existing building. The fee is intended to capture a fair share of the cost of <br />installing the collection and treatment system that is required to provide sanitary sewer service. <br />A separate monthly charge is collected to offset the costs of maintaining and operating the <br />system. <br />Sanitary sewer connection rates were set by the calculations contained in the Wastewater User <br />Charge and Connection Fee Study of 1997. It has been more than U years since the rates were <br />evaluated. Although the rates have been adjusted to account for increasing construction costs <br />several times over the years, there have been changes in the regulations regarding wastewater <br />discharge and in the zoning of the downtown area.
