Sanitary Sewer Connection Fee 2 September 6, 201 <br />Applicable General Plan Policy <br />Policy 52.01: Permit new development only when infrastructure and utilities can be provided to <br />that development without diminishing the quality of service provided to the rest of the city. <br />Policy 52.02: Require future development to pay its fair share of the cost of improving the <br />water, sewer, drainage, and other infrastructure systems needed to serve that development. Use <br />fees and other appropriate forms of mitigation to cover the costs of upgrading public <br />infrastructure. <br />Environmental Review <br />Per CEQA section 15379 (B)(4): The creation of government funding mechanisms or other <br />government fiscal activities, which do not involve any commitment to any specific project, are <br />not a project as defined by CEQA.
