Lastly, another policy consideration is for the City to <br />assess a new connection fee for new development of an <br />existing parcel already having capacity rights if said <br />parcel elects to not pay demand charges as set forth in <br />Chapter 5, Table 22, to reserve the capacity. <br />Currently, a vacant parcel leaves the balance of the <br />community paying the fixed costs of the reserved <br />capacity.
