• FRALS services shall be provided to patients until transfer of patient care to the arriving <br />ambulance personnel, and engine and truck companies must be staffed with paramedics <br />24 hours /day, 365 days /year. Services shall be provided in accordance with Medical <br />Priority Dispatch System (MPDS) protocols. <br />• Performance standards include response time requirements as well as paramedic training <br />and quality improvement standards that must be met to qualify for reimbursement. <br />• Equipment will be provided to the City (to be used by the ACFD) including LIFEPAK 15 <br />systems, Physio - Control chest compression system (LUCAS device), and mobile <br />personnel computers. <br />• The City will receive reimbursement for providing first responder units to the system. The <br />reimbursement will range from $75,100 per quarter in the first year to $81,300 per quarter <br />in the last year of the agreement for the City's seven authorized FRALS units (5 engines <br />and 2 ladder trucks). <br />The City's compliance to provide FRALS services will result in annual revenue payments, <br />made by the County to the City in the initial amount of $300,300 that will increase to a total of <br />$325,000 in the final year of the agreement. The revenue is a result of Alameda County's <br />contract with Paramedics Plus LLC to provide ambulance transport services. <br />Previous Actions <br />In January 2000, the City Council approved an agreement with Alameda County to <br />provide ALS services on all fire and emergency first responder service calls. A <br />replacement agreement was approved for the period July 1, 2004 through June 30, 2009 <br />and a contract amendment was approved for the period July 1, 2009 through June 30, <br />2011. <br />Fiscal Impacts <br />• The City will receive reimbursement for providing first responder units to the system.
