lead -based paint and explain the symptoms, treatment and <br /> precautions that should be taken when dealing with lead -based <br /> paint poisoning. <br /> 13. RELOCATION /ANTI- DISPLACEMENT,. Recipient shall comply with all relocation <br /> and displacement regulations and procedures applicable to all HUD assisted programs. Such <br /> regulations and procedures are contained in 24 CFR Part 42 and 24 570.606; Sections 104(d), <br /> 104(k), 105(a)(1 1) of Housing and Community Development Act; and 42 USC 4601. <br /> l4. IMPROVEMENTS TO CHURCH OWNED PROPERTY. Recipients who use CDBG <br /> funds for improvements to church owned property shall enter into an agreement with the church <br /> to provide for the reimbursement of the remaining value of improvements upon cessation of use <br /> of the property for public service. The Agreement shall require Church to repay the Recipient, <br /> or City if the Recipient ceases to exist, an amount not Tess than the value of the remaining useful <br /> life of improvements. Recipient shall remit the funds to the City. <br /> Such agreement between Recipient and Church shall follow the requirements set forth in 24 CFR <br /> 570.200. City will assist in determining the depreciating value of the improvements. <br /> 15. SECTION 504 - PROGRAM ACCESSIBILITY <br /> A. General Prohibition Against Discrimination <br /> No qualified individual with a handicap shall, solely on the basis of handicap, be <br /> excluded from participation in, be denied the benefits of, or otherwise by subjected to <br /> discrimination by a contractor receiving Federal assistance as part of the CDBG program. <br /> 1. Specific Prohibitions Against Discrimination <br /> A contractor who receives Federal assistance as part of the CDBG program, in <br /> providing any service, benefit, aid or housing may not, directly or through <br /> contractual, licensing, or other arrangements, solely on the basis of handicap: (a) <br /> deny; (b) afford unequal treatment; (c) provide ineffective service, benefit, aid or <br /> housing; (d) provide different service, benefit, aid or housing; or (e) limit the <br /> enjoyment of any right, privilege, or advantage, to a qualified individual with <br /> handicaps the opportunity to participate in, or benefit from, the service, benefit, <br /> aid or housing; <br /> Exhibit E <br /> Page 9 of 10 <br />
