File Number: 11 -194 <br />The City owns a strip of land east of San Leandro Boulevard that <br />includes the <br />southern bank <br />of San Leandro Creek and the gravel path that runs along the top <br />of the <br />bank. <br />This property <br />is north of the Creekside Plaza office buildings. The County <br />and SFEI <br />have proposed <br />installing several metal lockboxes, a solar cell, rain gauge, and <br />conduit <br />at the top of the <br />creek bank. These items will be installed at least 6 feet from the <br />gravel <br />path <br />with a row of <br />existing bushes separating them from the path. SFEI will collect data <br />from <br />the equipment <br />before and after each rain event by accessing the equipment from San <br />Leandro Boulevard. <br />Proposed easement documents are attached to the resolution. <br />Applicable General Plan Policy <br />Policy 32.03: Coordinate water quality planning, regulation, and monitoring with other public <br />agencies that are involved in water resource management. <br />Policy 32.04: As required by federal, state and regional programs, conduct monitoring of <br />water quality in San Leandro waterways to evaluate the progress of local clean water <br />programs and identify the necessary steps for improvement. <br />Permits and /or Variances Granted <br />SFEI has obtained an encroachment permit from Alameda County Flood Control for work <br />within the banks of San Leandro Creek. <br />Environmental Review <br />Environmental review is not required. Installation of monitoring equipment does not have a <br />foreseeable negative impact on the environment. <br />Fiscal Impact <br />SFEI has made a deposit in Customer Account 22986 to cover the cost of this work.
