The Singer - Friden site has been identified as <br />having soil and groundwater contaminated with a variety of chemicals including trichloroethene (TCE) and <br />tetrachloroethylene (PCE). The majority of the contamination was limited to the former manufacturing areas which were <br />north and west of the site, according to the Phase I Environmental Site Assessment prepared by Secor (November 5, <br />2007). A review of regulatory agency databases for the site and surrounding area along with a review of agency <br />documents did not indicate the presence of any underground storage tanks (USTs) or historic USTs at the site. No <br />significant surface staining or other evidence of illegal dumping or use of hazardous materials was noted at the site <br />during the Secor site reconnaissance. The site has been occupied by the existing building for over 30 years, therefore, <br />any residual agricultural chemicals for the previous orchard uses are not a significant concern. The existing building was <br />constructed in the mid 1960's and was used by Singer - Friden for research and development only. The adjacent site has <br />been identified as having soil and groundwater contaminated with a variety of chemicals, the majority of which was <br />limited to the former manufacturing uses north and west of the project site. In March, 2003, the California Department of <br />Toxic Substances Control (DTSC) issued a letter indicating that concentrations of TCE, volatile organic compounds <br />(VOCs), chromium, and lead in on -site soils and soil gas would not pose a threat to human health or the environment and <br />that no further remedial action is necessary at the site. <br />Secor (November, 2007) reviewed a report from Westinghouse Electric Corporation Industry Services Divisions <br />documenting the removal of the PCB transformer oil in the one on -site transformer located outside the east side of the <br />building. The action taken was that the main circuit breaker was removed and replaced with another Westinghouse type <br />PA frame circuit breaker rated I200 Amp trip. All breaker settings were left on the new breaker as found on the old <br />breaker. All transformer oil was removed and the entire tank compartment was flushed with new oil.
