Salter Associates, Inc. STC ratings for selected assemblies shall be based on laboratory testing <br />performed in accordance with ASTM E -90 and comprise the entire window or door assembly, including the <br />frame. If non- tested assemblies are to be used, an acoustical consultant must review the glazing and frame <br />submittals, and the STC rating of the glass may need to be increased. A typical construction -grade 1 -inch <br />insulated, dual -pane window achieves an STC rating of approximately 28 to 30. <br />Implementation of Mitigation Measure #24 reduces potential noise impacts to a less than significant level. <br />e -f) <br />The proposed project is not located within the vicinity of a public airport or private airstrip. Oakland International <br />Airport - is - located - approximately - 2. 1 The - project - site - is - slightly outside - the airport's <br />general referral area and well outside the designated noise zone. <br />a. <br />Induce substantial population growth in an area either X 1, 2, 3, 4 <br />directly (for example, by proposing new homes and <br />businesses) or indirectly (for example, through <br />extension of roads or other infrastructure ? <br />b. <br />Displace substantial number of existing housing, <br />X <br />1, 2, 3, 4 <br />necessitating the construction of replacement housing <br />elsewhere.? <br />C. <br />Displace substantial numbers of people, necessitating <br />X <br />1, 2, 3, 4 <br />the construction of replacement housing elsewhere? <br />EXPLANATION: <br />a) <br />The proposed project includes the development of a 66 -unit residential housing project, with 135 surface parking spaces. <br />The State is required to allocate the region's share of the statewide housing need to local Councils of Governments (COG) <br />based on Department of Finance population projections and regional population forecasts used in preparing regional <br />transportation plans. In the San Francisco Bay Area, the Association of Bay Area Governments (ABAG) serves as the <br />region's COG. Housing element law requires the COG, or ABAG, to develop a Regional Housing Need Plan (RHNP). <br />The plan describes the region's allocation method and the actual allocation of housing need to the cities and counties <br />within the region. This document serves as the Bay Area's Regional Housing Need Plan. The RHNP takes such factors as <br />job . growth, water and sewer capacity, land availability, and transit into account as it assigns each city's housing <br />assignment. According to state law, the regional housing needs plan is to promote the following objectives: 1. Increase <br />the housing supply and the mix of housing types, tenure, and affordability in all cities and counties within the region in an <br />equitable manner; 2. Facilitate infill development and socioeconomic equity, the protection of environmental and <br />agricultural resources, and the encouragement of efficient development patterns; and 3. Improve intra - regional relationship <br />between jobs and housing. ABAG breaks the RHNP allocation assignment down into four income categories to ensure <br />that each city plans for all economic segments. San Leandro's assignment is 1,630 housing units for the time period 2007 <br />to 2014. This project, while increasing the residential population of the city and causing some new growth, has the <br />overarching benefit of helping the city meet its RHNP as required by state law through in -fill housing development, <br />therefore, no mitigation is required. <br />b -c) <br />The proposed project would include development on a parcel that is currently developed with commercial office uses and <br />parking and that has been previously graded and disturbed. No housing units are currently located on the site.
