<br />EXPLANATION:
<br />a) As discussed under the Biology section of this Initial Study, the proposed project would not affect any sensitive species or
<br />habitat. The project site has been previously graded and disturbed and developed with a commercial office building and
<br />asphalt parking lot. The project will not affect historical and architectural resources, and the potential for discovering
<br />pre - historic cultural resources is low. Therefore, the proposed project will not reduce the number or restrict the range of a
<br />rare or endangered plant or animal or eliminate important examples of the major periods of California history or
<br />prehistory.
<br />b) Impacts that are individually limited but can be cumulatively considerable include impacts related to aesthetics, air
<br />quality, cultural resources, geology /soils, hydrology /water quality, noise, public services, recreation, and utilities /service
<br />systems. Mitigation measures have been incorporated to reduce these impacts to a level of less than significant.
<br />C) The proposed project does not have environmental effects which will cause substantial, adverse effects on human beings,
<br />either directly or indirectly, as the project site has been previously graded and disturbed and replaces a commercial office
<br />building and parking lot with 66 residential units and 135 parking spaces. Mitigation measures have been incorporated to
<br />reduce potential aesthetic /light and glare impacts that could be created by the proposed project. Additionally, mitigation
<br />measures have been included to address potential air quality, noise, geology /soils impacts and recreation impacts.
<br />Therefore, these impacts have been reduced to a level of less than significant.
<br />Implementation of Mitigation Measures incorporated herein reduce potential project impacts to a less than
<br />significant level.
