B. Developer shall pay its City development, permitting, and plan checking fees in <br />accordance with the fee schedules in effect at the time of the approval of each <br />final map for development per the Development Agreement. <br />C. All exterior mechanical equipment such as air conditioning/heating units and <br />radio /television antennas shall be screened from view so as not to be visible from <br />adjacent properties or streets to the satisfaction of the Community Development <br />Director. This condition shall not apply to wireless cable receivers that do not <br />exceed three feet in diameter. <br />D. Prior to issuance of building permits, the applicant shall pay school fees as <br />mandated by the State of California. <br />E. The approvals granted by the City as a result of this application, as well as the <br />Conditions of Approval, shall be recorded in the Office of the County Recorder of <br />Alameda County. <br />XIV. STATE OF CALIFORNIA DEPARTMENT OF TOXIC SUBSTANCE CONTROL <br />A. If previously unidentified hazardous substances, sumps, underground tanks, or <br />any other structures are encountered during excavation and grading, the <br />applicant shall inform Department of Toxic Substance Control (DTSC) and they <br />will need to be addressed as part of this project. For example, if hazardous <br />substances were encountered, the project should include: (1) an assessment of air <br />impacts and health impacts associated with the excavation activities; (2) <br />identification of any applicable local standards which may be exceeded by the <br />excavation or demolition activities; including dust levels and noise; (3) <br />transportation impacts from the removal or remedial activities; and (4) risk of <br />public upset should there be an accident at the subject site. <br />XY. ALAMEDA COUNTYPUBLIC WORKS AGENCY <br />A. Prior to the issuance of any building permits on this site, a detailed grading and <br />drainage plan with supporting calculations and a completed Drainage Review <br />Checklist may be submitted to our office for review. The proposed curb <br />elevations are not to be less than 1.25 feet above the hydraulic grade line, as <br />shown in figure 14 of the Hydrology and Hydraulics Criteria Summary, and at no <br />point shall the curb grade be below the energy grade line. <br />B. Do not augment runoff to adjacent properties. If development associated with a <br />higher runoff coefficient (C'- value) than the originally anticipated value is <br />proposed, the augmented storm runoff will have to be mitigated. <br />C. Do not block runoff from adjacent properties. The drainage area map developed <br />for the hydrology design shall clearly indicate all areas tributary to the project <br />area. <br />Recommended Conditions of Approval November 21, 2011 <br />PLN2009- 00006; 2450 Washington Apartments Page 12 of 13 <br />
