The responsibilities of this committee are: <br />The IWC must hold public hearings and issue <br />reports, on at least an annual basis, to inform <br />Alameda County residents about how the sales <br />tax funds are being spent. The hearings will be <br />open to the public and must be held in <br />compliance with the Brown Act, California's <br />open meeting law, with information announcing <br />the hearings well-publicized and posted in <br />advance. <br />• The IWC will have full access to the Alameda <br />CTC's independent auditor and will have the <br />authority to request and review specific <br />information regarding use of the sales tax funds <br />and to comment on the auditor's reports. <br />The IWC will publish an independent annual <br />report, including any concerns the committee has <br />about audits it reviews. The report will be <br />published in local newspapers and will be made <br />available to the public in a variety of forums to <br />ensure access to this information. <br />IWC members are private citizens who are not <br />elected officials at any level of government, nor <br />public employees from agencies that either oversee or <br />benefit from the proceeds of the sales tax. <br />Membership is limited to individuals who live in <br />Alameda County. Members are required to submit a <br />statement of financial disclosure and membership is <br />restricted to individuals without economic interest in <br />any of the Alameda CTC's projects or programs. The <br />IWC is designed to reflect the diversity of Alameda <br />County. Membership is as follows: <br />Two members are chosen at -large from each of <br />the five supervisorial districts in the county (total <br />of 10 at -large members). One member is <br />nominated by each member of the Board of <br />Supervisors and one additional member in each <br />supervisorial district is selected by the Alameda <br />County Mayors' Conference. <br />• Seven members are selected to reflect a balance <br />of viewpoints across the county. These members <br />are nominated by their respective organizations <br />and approved by the Alameda CTC Board of <br />Directors as follows: <br />One representative from the Alameda <br />County Taxpayer's Association <br />0 One representative from the Sierra Club <br />o One representative from the Alameda <br />County Labor Council <br />o One representative from the East Bay <br />Economic Development Alliance <br />o One representative from the Alameda <br />County Paratransit Advisory Committee <br />(PAPCO) <br />o One representative from the East Bay Bicycle <br />Coalition <br />o One representative from the League of <br />Women's Voters <br />The members of the IWC are expected to provide a <br />balance of viewpoints, geography, age, gender, <br />ethnicity and income status, to represent the different <br />perspectives of the residents of the county. <br />ADVISORY COMMITTEES <br />The Alameda CTC is assisted by the advice of <br />technical and public advisory committees. These <br />committees, described below, meet regularly and are <br />charged with carrying out important functions on <br />behalf of the Alameda CTC. <br />Alameda County Technical Advisory Committee <br />(ACTAC) <br />The ACTAC is the technical advisory committee to <br />the Alameda CTC. The ACTAC members provide <br />technical expertise, analysis and recommendations <br />related to transportation planning, programming and <br />funding with the Alameda CTC Executive Director <br />functioning as Chair. <br />Paratransit Advisory and Planning Committee <br />(PAPCO) <br />PAPCO addresses funding, planning, and <br />coordination issues regarding specialized <br />transportation services for seniors and persons with <br />disabilities in Alameda County. PAPCO has the <br />responsibility of making direct recommendations to <br />the Board of Directors of the Alameda CTC on <br />funding for senior and disabled transportation <br />services. PAPCO is supported by a Technical <br />Advisory Committee comprised of paratransit <br />providers in Alameda County funded by local <br />transportation sales tax funds. <br />
