Project Overview
San Leandro's legacy as an industrial center with over 27 million square feet of manufacturing and
warehouse space provides an opportunity to respond to the needs advanced and specialty manufacturing.
To ensure that the City's businesses and building stock remain relevant, the City is working to assist
companies in repositioning older buildings and adopting new technologies and sustainable business
practices.
The City's Industrial Competitiveness Program
(ICP) is designed to facilitate energy efficiency
improvements to industrial facilities and operations
throughout the City. The ICP encourages
investment in energy projects in order to increase
the economic viability of industrial activity in the
City by achieving energy cost reductions.
Additionally, the program helps to reduce
greenhouse gas emissions that result from
industrial processes, furthering an adopted City
goal to reduce greenhouse gas emissions to 25%
below 2005 levels by 2020.
Through participation in the ICP, San Leandro's
Mi Rancho Tortilla Factory identified opportuni-
ties to reduce use of cardboard in an/fo
their packaging and installed over
200 new motion - sensing lighting
fixtures in their factory.
Result: Savings of over $175,000 annually,
a 1,500% return on investment!
Participating business — which range in size from a few dozen to a few hundred employees — receive
matching funds up to $50,000 for qualifying energy efficiency projects. To date ICP projects have included
lighting upgrades, HVAC overhauls, and installation of skylights to enhance natural lighting, among others.
The ICP has also funded Sustainability Circles which allow local businesses to work collaboratively and with
sustainability experts to identify opportunities for new efficiencies and develop implementation strategies.
Successful implementation of ICP projects stimulates job creation by improving the bottom line for
participating businesses. Further, energy efficiency projects help with the larger goal of re- positioning the
City's industrial building stock for the modern economy, thus improving San Leandro's long -term economic
viability.
Regional Collaboration u EAST BAY
. green corridor
San Leandro's industrial sustainability initiatives fit into a larger regional
effort to grow the green economy in the East Bay. San Leandro is an
active member of the East Bay Green Corridor, a coalition of cities, educational institutions and the
Lawrence Berkeley National Laboratory committed to building upon the region's existing strength as a
center for emerging green technology, innovation and entrepreneurship. With a substantial stock of
relatively affordable industrial land and buildings, San Leandro provides an ideal landing spot for green
economy start -ups once they outgrow their initial homes in research facilities or incubators.
Funding Request
San Leandro is seeking funding to expand this successful program and enhance the City's ability to
reposition older buildings, attract clean -tech companies, and leverage private investment. An expanded
ICP would help ensure that emerging companies can adapt San Leandro's older building stock to suit their
needs keep jobs local. With over 13 million square feet of industrial space constructed prior to 1960,
significant investment is needed to maintain San Leandro's industrial competitiveness. I . S _ AN 7_1
