xN <br />City of San Leandro <br />Meeting Date: April 2, 2012 <br />Resolution - Council <br />File Number: 12 -140 <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: James O'Leary <br />Interim Finance Director <br />Agenda Section: CONSENT CALENDAR <br />Agenda Number: <br />FINANCE REVIEW: James O'Leary <br />Interim Finance Director <br />TITLE: ADOPT: Resolution Establishing the Composition of the Citizen Oversight <br />Committee Related to Measure Z and Defining the Scope of Responsibility of <br />the Committee (recommends acceptance of composition for Citizen's <br />Oversight Committee) <br />WHEREAS, with the municipal election in November 2010, San Leandro voters <br />approved the ordinance putting in place a Transaction and Use Tax, Measure Z; and <br />WHEREAS, Measure Z stated that City revenues were down over $11 million over a <br />4 -year period and without additional revenue, further significant cuts would have been <br />necessary to address ongoing budget shortfalls; and <br />WHEREAS, budget reductions would have been necessary to balance the General <br />Fund budget if Measure Z was not approved by city voters. These included 10 positions <br />eliminated, Police reductions such as Crime Prevention Office, 2 Traffic Officers, and School <br />Resource Officer, fire ladder truck and 9 firefighters eliminated, and critical service cuts; and <br />WHEREAS, Measure Z calls for the formation of a Citizens Oversight Committee; and <br />WHEREAS, the City Council is required to adopt a resolution establishing the <br />composition of the committee and defining the scope of its responsibilities. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />Establishes the composition of the Citizens Oversight Committee related to Measure Z <br />as stated in the Ordinance, including: <br />• Representative of the San Leandro Chamber of Commerce <br />• Retail representative from the Downtown Business Association <br />City of San Leandro Page 1 Printed on 312712012 <br />
