Staff Report <br />File Number: 12 -146 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.Q. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for the Resolution Accepting the Work for Marina Boulevard <br />Street Rehabilitation, Project No. 10- 150 -38 -329 <br />N* is]JiIJiI;10IIL ,II[a]0K <br />Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing <br />the City Manager to release the Maintenance Bond for the subject project upon successful <br />completion of the one -year maintenance period. <br />BACKGROUND <br />This project reconstructed Marina Boulevard from San Leandro Boulevard to Washington <br />Avenue and replaced the top four inches of asphalt concrete on Marina Boulevard from <br />Teagarden Street to Alvarado Street. <br />Marina Boulevard between San Leandro Boulevard and Washington Avenue is a collector <br />street with a traffic volume of approximately 6,000 vehicles per day. The Pavement Condition <br />Index (PCI) of this segment of Marina Boulevard was only 17 out of a possible 100 prior to <br />roadwork, which puts it in the "very poor" category for pavements. <br />Marina Boulevard between Teagarden Street and Alvarado Street is an arterial street with two <br />lanes in each direction. The weekday traffic along this stretch of Marina Boulevard averages <br />roughly 23,000 vehicles per day. The PCI ranged from 27 to 30 before rehabilitation, which <br />meant that the pavement was in "poor" condition and was soon to deteriorate into the "very <br />poor" category. <br />Analysis <br />On July 5, 2011, the City Council awarded the construction contract for the subject project to <br />Gallagher & Burk, Inc.
