BACKGROUND This project reconstructed Marina Boulevard from San Leandro Boulevard to Washington Avenue and replaced the top four inches of asphalt concrete on Marina Boulevard from Teagarden Street to Alvarado Street. Marina Boulevard between San Leandro Boulevard and Washington Avenue is a collector street with a traffic volume of approximately 6,000 vehicles per day. The Pavement Condition Index (PCI) of this segment of Marina Boulevard was only 17 out of a possible 100 prior to roadwork, which puts it in the "very poor" category for pavements. Marina Boulevard between Teagarden Street and Alvarado Street is an arterial street with two lanes in each direction. The weekday traffic along this stretch of Marina Boulevard averages roughly 23,000 vehicles per day. The PCI ranged from 27 to 30 before rehabilitation, which meant that the pavement was in "poor" condition and was soon to deteriorate into the "very poor" category. Analysis On July 5, 2011, the City Council awarded the construction contract for the subject project to Gallagher & Burk, Inc.
