ACTIA 2002 -26 <br /> MASTER PROJECT FUNDING AGREEMENT <br /> BETWEEN <br /> ALAMEDA COUNTY TRANSPORTATI IMPROVEMENT AUTHORITY <br /> AND <br /> CITY OF SAN LEANDRO <br /> This MASTER PROJECT FUNDING AGREEMENT (AGREEMENT), entered into on <br /> 7/1/02 , is between the CI'T'Y OF SAN LEANDRO, a local public agency, referred to <br /> herein as "SPONSOR ", and the ALAMEDA COUNTY TRANSPORTATION <br /> IMPROVEMENT AUTHORITY a public entity, referred to herein as "ACTIA ", covers the <br /> general requirements for ACTIA funding of Tier 1 Projects in the Alameda County's 20 -Year <br /> Transportation Expenditure Plan (PLAN) which was adopted in July 2000. A project specific <br /> funding agreement (SPECIFIC AGREEMENT) will be entered into to cover the specific <br /> requirements of each project. <br /> RECITALS <br /> (1) The voters of Alameda County, pursuant to the provisions of the Local Transportation <br /> Authority and Improvement Act, California Public Utilities Code Section 180000 et seq., <br /> approved the reauthorization of Measure B at the General Election held on November 7, 2000, <br /> thereby authorizing that ACTIA be given the responsibility to administer the proceeds from the <br /> continued one -half cent transaction and use tax. The duration of the tax will be 20 years from <br /> the initial year of collection that will begin April I, 2002, with said tax to terminate /expire on <br /> March 31, 2022. <br /> (2) The PLAN, administered by ACTIA, includes environmental analysis, design, right -of- <br /> way acquisition, utility relocation and construction of the projects located in the City of San <br /> Leandro, and referred to herein as "PROJECTS ". The PROJECTS covered by this <br /> AGREEMENT are described in EXHIBIT "A ", "Project Description ", attached hereto and <br /> incorporated herein by reference. <br /> Final 5/16/02 Page 2 <br />
