City of San Leandro <br />Meeting Date: June 18, 2012 <br />Staff Report <br />File Number: 12 -175 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.F. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Sandra Spagnoli <br />Chief of Police <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for Purchase of Radios and Necessary Equipment to Comply with <br />the East Bay Regional Communications System Authority (EBRCSA) <br />Interoperability Project <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends the City Council approve the Police Department replacing 111 portable <br />radios with the Motorola APX6000 P25 radios required to successfully migrate to the EBRCSA <br />system. Additionally, staff recommends the replacement of 15 portable radios for Public <br />Works by purchasing Motorola APX4000 P25 radios. Further, staff recommends the <br />purchase of the required accessories, software, and equipment to maintain compliance with <br />the EBRCSA Operating Agreement. Finally, staff is also recommending the Police <br />Department replace 5 Motorola Model APX6500 vehicle radios and related accessories. This <br />purchase will be accomplished through a cooperative agreement on Contra Costa County Bid <br /># 0904 -018 and contract dated January 5, 2012. <br />The Council Finance Committee reviewed this proposal at its meeting on June 1, 2012 and <br />recommended forwarding to the City Council. It is recommended that the Council approve the <br />resolution authorizing the City Manager to execute an agreement with Red Cloud, Inc. for the <br />purchase of radios and equipment necessary to comply with the EBRCSA Interoperability <br />Project. <br />DISCUSSION <br />EBRCSA was created on September 11, 2007 with the formation of a joint powers authority. <br />The project mission is to build, own, and operate a state -of- the -art P25 compliant <br />communications system for the public agencies within Alameda and Contra Costa counties. <br />With this goal, the City signed the Project Operating Agreement on February 1, 2011 by <br />Resolution 2010 -124 (approved on September 20, 2010). The project is scheduled to be <br />complete and fully operational on December 30, 2012. Based on this new operating system, <br />the current portable and vehicle radios will no longer work.
