V. ELIMINATION OF BLIGHT <br /> The site on which the Project will be constructed is in the northerly industrial section of San Leandro, <br /> on the north side of Marina Boulevard between Interstate 880 and Pacific Avenue, in the Joint <br /> Alameda County-City of San Leandro Redevelopment Project Area. The subject site consists of Eve <br /> parcels held in multiple ownerships. The three Agency Assemblage parcels are improved with older <br /> commercial structures and a single - family residential dwelling which has been converted into an <br /> office. One of the three component parcels of the Agency Assemblage is contaminated by toxics, due <br /> to prior usage as a gasoline service station. The other two parcels in the immediate vicinity to be <br /> assembled by the Auto Dealer as part of the overall development are also contaminated, as they are <br /> the locations of industrial and automotive service businesses that reportedly employ chemicals and <br /> solvents in their industrial processes. Most of the businesses on surrounding parcels are housed in <br /> older, concrete block structures that are deteriorated and in need of repair or renovation, as well. <br /> The existence of contamination, incompatible uses, deteriorating structures, and other factors hinder <br /> the economic viability of all of these sites and are conditions that cause this area to be blighted. <br /> The Redevelopment Agency has determined that the subject site and additional sites on the north side <br /> of Marina Boulevard are ideal for construction of several automobile dealerships. The transformation <br /> of this blighted industrial location into a site for several new automobile dealerships and one used <br /> facility will dramatically improve this underutilized area. The Project will result in the removal of <br /> blight by the demolition and/or renovation of older buildings and the environmental remediation of <br /> contamination in the area. The Project supports the Agency's goal of reinforcing and expanding the <br /> commercial node started with the Marina Square Shopping Center and providing a catalyst for <br /> additional private investment in the Project Area. The Project also increases employment, both <br /> during the construction phase and thereafter; increases the real property tax base; and produces <br /> greater sales and use taxes for the City. <br /> Thus, the Agency is entering into an agreement in order to achieve its objective to remove blight that <br /> currently exists on -site and to enhance its tax base. The ability of the Agency to assemble a site that <br /> would not otherwise be acquired by the private sector in the time frame required by the Auto Dealer <br /> enables this project to occur at this location.
