WEST SAN LEANDRO SHUTTLE BUSINESS IMPROVEMENT DISTRICT ANNUAL REPORT FY 2012-13

3 | Page

on Merced Street. Passenger complaints regarding late buses increased when the construction
began. The SLTMO requested that MV Transportation look into the drop in ridership. MV
identified an error in the methodology used to transfer the driver count to the monthly report.
MV is in the process of auditing the 2011-12 numbers and it appears that ridership is
significantly higher than originally reported. Once the audit is completed, updated rider counts
will be provided to the SLTMO and the report will be updated accordingly.

Street work on Merced is scheduled to slow down dramatically during the winter months and
begin again in April 2013. Construction is scheduled to end by November 2013. In the
meantime, MV Transportation will monitor rider trends to better identify the decline in
ridership. The planned rider survey in 2013 will also provide useful information, and outreach
and marketing will ensure that employees are well informed about the LINKS Shuttle service.
LINKS continues to serve as a vital connection for employees from BART to their places of
employment on Davis Street, Doolittle Drive, Farallon Drive, Fairway Drive, Wicks Boulevard,
and Alvarado Street.

LINKS Operation for Fiscal Year 2011-12

LINKS continued operations with two 32-passenger unleaded gasoline-fueled buses from 5:45
a.m. to 9:45 a.m. and 3:00 p.m. to 8:00 p.m., five days a week (Monday–Friday). LINKS service
consists of a 6.25 mile loop through the central and western areas of San Leandro bounded by
Davis Street on the north, Doolittle Drive on the west, Farallon Drive on the south and San
Leandro Boulevard on the east. See Exhibit B, the route map. The 23 stops along the route are at
easily accessible sites of major employers, with each run originating and terminating at the
Downtown San Leandro BART station on San Leandro Boulevard. The LINKS service was
designed to coordinate with other public transit services (AC Transit and BART) to encourage
commuters to leave their cars at home and to provide comprehensive service to commuters.

Marketing and outreach efforts continued with brochures in both English and Spanish. The
brochures were provided to companies that requested them for their employees. The LINKS
website (www.sanleandrolinks.com) continues to provide easy access to service information.
The LINKS website domain was recently transferred to the City, improving our ability to quickly
update the website with current information.

Limited LINKS resources did not allow for a ridership survey to be conducted in FY 2011-12.
The last survey was conducted in September 2010. The survey is a useful tool in determining the
value of the service to riders and employers along the LINKS service area. Assuming funding
resources permit, staff proposes to conduct a survey in 2012-13. Following are a few highlights
from the 2010 riders’ survey:

1. Three-quarters of the riders use LINKS to commute to work;
2. Two-thirds of them live in San Leandro or Oakland; and
3. Four-fifths of them ride LINKS every day.
