• • <br /> the City shall become firefighter employees of the District with all rights and benefits <br /> accorded to them pursuant to memoranda of agreement • between International <br /> Association of Fire Fighters, Local 1428 and the District, District rules and regulations <br /> and applicable law. Beginning December 31, 1996, with the expiration of the existing <br /> Memoranda of Understanding between the District and International Association of • <br /> Fire Fighters, Local 1428, and for any successor memor of understanding, the <br /> parties shall exchange their written demands at least 180 days before the expiration <br /> of the then current agreement or conciliated award. Collective negotiations shall <br /> commence at least 150 calendar days before the expiration of the then current <br /> agreement or conciliation award. <br /> (e) An agreement reached between District representatives and the <br /> representatives of the recognized employee organization(s) shall be submitted in <br /> writing to the District Board for its approval, modification, or rejection. All phases of <br /> negotiations, mediation and conciliation, including the final binding decision of the <br /> conciliator shall be completed at least 25 calendar days before the expiration of the <br /> then current agreement or conciliated award. <br /> (f) All parties shall select and schedule a person to act as both <br /> mediator and conciliator (hereafter "conciliator ") at least 200 calendar days before the <br /> expiration of the then current agreement or conciliated award. If they are unable to <br /> agree upon a conciliator, they shall select such person from a list of seven names to <br /> be provided by an impartial third -party service mutually acceptable to the parties. The <br /> parties shall provide the service with sufficient notice to ensure receipt of the list at <br /> least 190 calendar days before the expiration of the then current agreement or <br /> 3 - 131 <br />
