Reasonable effort will be made to include an eligible person at each station <br /> on each shift, provided, however, that there are an adequate number of candidates on <br /> the promotional list, and further provided that the operating efficiency of the <br /> department is not impaired by such assignment. <br /> D. At no time shall - an eligible person be transferred to keep him from acting in a <br /> position of higher rank. <br /> E. Reasonable effort will be made to assure that the opportunity for all assignments <br /> a temporary basis to a higher level position shall be shared equally among qualified <br /> personnel on promotional lists on the same shift, provided that the equalization does <br /> not impair the operational efficiency of the department. <br /> F. In the event there is no one available on an appropriate promotional list on a shift to <br /> fill a vacant position of higher rank. a qualified senior person on shift shall assume <br /> the position of higher rank, provided the senior person meets the following criteria: <br /> Position Criteria <br /> • <br /> Engineer Minimum of 3 years <br /> experience. <br /> Captain Minimum of 5 years <br /> experience. <br /> "Qualified" shall be defined as possession of the necessary knowledge, skills and <br /> abilities to perform in that rank. <br /> G. In the event that there is no person on shift with the minimum experience required <br /> under Section 16.F., the department head may call in to work overtime the next <br /> available person in accordance with the provisions of Section 6.E. and 6.F. <br /> SECTION 17. FIRE TRAINING INCENTIVE AWARD PROGRAM <br /> The parties agree to continue in full force and effect the fire training incentive award <br /> program as outlined in detail in Appendix B of this Memorandum. <br /> SECTION 18. SAFETY EQUIPMENT <br /> The Department shall provide the following safety equipment: <br /> turnout boots <br /> turnout coat <br /> turnout pants <br /> helmet with visor <br /> OSHA - approved leather boots <br /> gloves <br /> NFPA 1500 approved uniform pant, when replacements are necessary <br /> 187 <br /> FIRE - 21 <br /> • <br />
