EXHIBIT A <br /> WORK PROGRAM BETWEEN SAN LEANDRO SHELTER FOR WOMEN <br /> AND CHILDREN AND CITY OF SAN LEANDRO <br /> 1. Upon approval of the City Development Services Director or designee, Recipient <br /> shall use the CDBG funds subject to this contract to fund acquisition of property for <br /> the location of a safe house for battered women and their children. Prior to <br /> disbursement of funds, Recipient shall execute a Promissory Note and Deed of Trust <br /> providing the City with a security interest in the property to be acquired. Recipient <br /> may transfer the loan to another safe house use with the written approval of the <br /> Development Services Director during the term of the loan. <br /> 2. Recipient shall have primary responsibility for carrying out all phases of the <br /> acquisition, including, but not limited to, securing additional financing and obtaining <br /> planning approvals. The Development Services Director or designee shall approve <br /> the project budget before disbursement of the funds underhis Agreement, and shall <br /> be notified of any aggregate change in the project budget exceeding 15%. <br /> 3.
