The <br />complexity of legal issues today is unlikely to warrant a smaller staff than the City employed <br />in 1986. Moreover, while redevelopment agencies have been dissolved, the dissolution and <br />subsequent responsibilities of Successor Agencies has created a new demand for legal <br />services, resulting in unanticipated legal services and costs. <br /> Contemplation of an in‐house City Attorney Office must also plan and budget for <br />support staff. The benchmark data indicates a minimum of one administrative position <br />would be required, such as a legal secretary, and at least a part‐time paralegal. <br /> In summary, based on the benchmark data and the existing contract City Attorney <br />workload, the in‐house analysis assumes three attorneys, one clerical staff and .5 FTE <br />paralegal staff. This staff level includes General City Attorney/Successor Agency legal work <br />only; it does not include litigation, risk management or workers compensation services. <br /> <br />Compensation <br /> The City of San Leandro does not have classifications or salary ranges for a City <br />Attorney, staff attorneys, legal secretary or paralegal. This analysis uses salary ranges and <br />benefit percentages for comparable positions in the City. An in‐house City Attorney salary <br />is most closely correlated with City Manager salary and compensation. The Assistant City
