Below is a summary of the measures and actions for consideration: <br /> Consider a mandatory curbside recycling and composting programs. A San Leandro <br />ordinance could be based on the City of San Francisco‘ and Seattle‘s Mandatory Recycling <br />and Composting Ordinances. It would require San Leandro businesses to separate <br />recyclables, compostables, and trash and participate in recycling and composting programs. <br />Property managers of multifamily units would be required to provide adequate recycling <br />containers and service for all of their units or face fines. Under Seattle's law, a business <br />owner or apartment landlord can be fined if more than 10 percent of what gets tossed out in <br />garbage containers is considered recyclable material. <br /> Continue working with StopWaste.Org to promote programs that help local <br />businesses recycle, reduce waste and buy products made of recycled materials. <br />StopWaste.Org provides grants, loans, workshops and training seminars and on-site <br />assistance to local businesses. <br /> Work with restaurants to manage food waste. Ensure that restaurants are taking part in <br />food scrap recycling program, where the city collects food and food-soiled paper from green <br />recycling carts. Promote awareness of the City‘s Water Pollution Control Plant program that <br />accepts restaurant grease. <br /> Limit industrial waste. Identify large industrial waste generators and work directly with <br />them to reduce and recycle materials. <br />5.3 Goal: Promote waste reduction and material re-use in the <br />community <br />Many of the products we buy, including the packaging and containers, will eventually require <br />disposal. Waste reduction refers to reducing the amount of waste produced, such as using <br />durable/reusable items instead of disposable items, repairing/restoring used items, and avoiding <br />excess packaging when choosing product brands. The Alameda County Waste Reduction and <br />Recycling Act of 1990 promotes an annual non-monetary award program for businesses which <br />demonstrate a significant reduction in the use of packaging materials or waste reduction through <br />the durability and/or recyclability of their products. <br />San Leandro‘s Solid Waste and Recycling Division maintains a website with resources for <br />residents and businesses and promotes initiatives such as the junk mail reduction kit, and <br />information on local recycling centers for drop-off and buy-back of materials.
