City of San Leandro <br />Meeting Date: March 4, 2013 <br />Staff Report <br />Agenda Section:File Number:13-059 CONSENT CALENDAR <br />Agenda Number:8.G. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Accepting the Work for the Estudillo Callan 2008 <br />Parking Garage Project, Project No. 08-962-86-067 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends acceptance of the work , release of bonds, filing of the Notice of Completion <br />and upon completion to the satisfaction of the City Engineer of the one-year maintenance <br />period, authorizing the City Manager to release the maintenance bond for the subject project. <br />BACKGROUND <br />The previous 2-level parking garage on the same site footprint was constructed in 1973. <br />Concerns with the existing structure developed, including: 1) the insufficient number of parking <br />spaces; 2) traffic circulation within the structure and entry /exit onto both Estudillo Avenue and <br />Callan Avenue; 3) Americans with Disabilities Act (ADA) accessibility; 4) security; and 5) the <br />structure’s ability to withstand a significant seismic event . <br />This project constructed a replacement parking structure to address all of the deficiencies <br />noted. The project includes a 2,000-square foot office space for the San Leandro Chamber of <br />Commerce located in the southwest corner of the structure fronting Estudillo Avenue and also <br />improvements to Paseo Del Oro, the pedestrian area between the garage and East 14th <br />Street. <br />The new structure includes 4 levels of parking, providing 395 parking spaces. Exterior colors <br />and materials were selected to complement the architecture of the Main Library. The <br />Chamber of Commerce space is faced with a storefront enclosure to improve the Estudillo <br />Avenue facade. The building will be Leadership in Energy and Environmental Design (LEED) <br />registered with Silver certification level anticipated. <br />Overall, the garage is an open structure to promote security and provide an inviting image to <br />users.
