City of San Leandro <br />Meeting Date: March 18, 2013 <br />Staff Report <br />Agenda Section:File Number:13-083 CONSENT CALENDAR <br />Agenda Number:8.I. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Awarding a Construction Contract to <br />Intermountain Slurry Seal, Inc. for the Annual Street Sealing 2012-13 Project, <br />Project No. 2013.0070 <br />SUMMARY AND RECOMMENDATIONS <br />This contract provides for the application of preventive maintenance treatments on various <br />City streets in the 2012 and 2013 Asphalt Maintenance Areas . <br />Staff recommends award of the construction contract to the low bidder , Intermountain Slurry <br />Seal, Inc., in the amount of $848,727.40 for the subject work. <br />BACKGROUND <br />Street sealing is a maintenance activity that can prolong the useful life of streets that are not <br />significantly deteriorated. The City’s annual street sealing projects typically perform work in <br />one of four Asphalt Maintenance Areas . However, the subject contract will perform work in <br />two maintenance areas because it is a combination of work from fiscal years 2011-12 and <br />2012-13. The two years have been combined because the bids received for the Annual <br />Street Sealing 2011-12 contracts exceeded the engineer’s estimated cost by 40%. The City <br />Council subsequently rejected the bids for that project. <br />The 2011-12 and 2012-13 Annual Street Sealing Projects will be constructed via two <br />contracts. This bid and contract is for street segments that are scheduled to receive an <br />application of scrub seal and/or slurry seal. To maximize the number of potential bidders on <br />this work, a separate bid was done for asphalt rubber cape seal work, which is a specialty only <br />offered by a few contractors in the area . <br />The contract for the asphalt rubber cape seal work will be brought to the City Council under a <br />separate staff report and resolution . <br />Page 1 City of San Leandro Printed on 3/13/2013
