City of San Leandro <br />Meeting Date: March 18, 2013 <br />Staff Report <br />Agenda Section:File Number:13-096 CONSENT CALENDAR <br />Agenda Number:8.K. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Awarding a Construction Contract to Grade Tec , <br />Inc. for the Toyon Park Pathway Rehabilitation , Project No. 2013.028 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends awarding the project to the lowest responsible bidder , Grade Tec, Inc., in <br />the amount of $47,650 for the subject project. <br />BACKGROUND <br />On March 2, 2009, the City received notice from the East Bay Regional Parks District <br />(EBRPD) of its allotment of $3,740,998 in Measure WW Park Bond funds. These bond funds <br />are earmarked for the acquisition and development of neighborhood, community, and regional <br />parks and recreation lands and facilities. The City asked citizens for their input on how they <br />would like the money spent, and used this information to establish ten priority projects, <br />including this park pathway rehabilitation project. The poor condition of the asphalt pavement <br />at the City’s parks were noted as features that the community would like to see improved with <br />Measure WW funding. <br />The condition of the asphalt at Toyon Park has deteriorated to the point that patching is <br />ineffective and erosion of the path edge has created tripping hazards . The project will <br />reconstruct the asphalt concrete pathways and re-grade the path as necessary to meet <br />Americans with Disabilities Act (ADA) standards. <br />Analysis <br />The City Council authorized the City Manager to approve the plans and specifications and call <br />for bids on February 4, 2013. The bids were opened on Tuesday , February 26, 2013. <br />Ten (10) bids were received ranging from $47,650 to $88,320.
