<br /> DRAFT City of San Leandro Annual Action Plan <br />2013 <br />11 <br />OMB Control No: 2506‐0117 (exp. 07/31/2015) <br />AP-50 Geographic Distribution <br /> <br />Description of the geographic areas of the entitlement (including areas of low- <br />income and minority concentration) where assistance will be directed <br /> <br />Most of the activities in the Action Plan meet the needs of the entire City. The income <br />structure of the City is fairly diverse, with few low-income census tract areas. Potential <br />sites that could possibly accommodate affordable housing and homeless facilities are <br />identified in the City’s Housing Element. The three (3) Redevelopment Project Areas <br />within San Leandro are as follows, but their existence is in question due to the State’s <br />elimination of redevelopment agencies: the Plaza, the Joint Area, and the West San <br />Leandro-MacArthur Boulevard.
