<br /> DRAFT City of San Leandro Annual Action Plan <br />2013 <br />12 <br />OMB Control No: 2506‐0117 (exp. 07/31/2015) <br />Affordable Housing <br />AP-55 Affordable Housing <br /> <br />Introduction <br /> <br />In FY 2013-2014, the City of San Leandro will continue to diligently put efforts towards <br />providing affordable housing in the City for homeless, non-homeless, and special needs <br />households. Despite the decreasing allocation amount, the City continues to receive <br />HOME funds which can be used to acquire, rehabilitate, and construct affordable <br />housing, as well as to provide tenant-based assistance for income-eligible families. The <br />passage of the California State Legislation AB1x 26, which eliminated the <br />Redevelopment Agency of the City of San Leandro (Agency) and all the other <br />redevelopment agencies throughout California on February 1, 2012, has severely <br />impaired the City’s ability to finance affordable housing activities with the substantial <br />loss of Redevelopment Housing Set-Aside funds, which the City historically used to <br />provide affordable housing for low- and moderate-income households. Moreover, the <br />City Affordable Housing Trust Fund includes in-lieu fees from the City’s Inclusionary <br />Zoning Ordinance from for-sale projects consisting of two (2) to six (6) total units, but <br />after allocating the bulk of the Trust Fund ($65,000) to assist the non-profit affordable <br />housing developer Eden Housing to acquire and rehabilitate Surf Apartments in 2011; <br />thus, preserving the affordability restrictions of the 46-unit affordable rental housing <br />property, only about $1,486 remains in the City’s Trust Fund.
