• • B. All new trees shall be double staked. Removal and/or replacement of approved trees require prior approval by the Zoning Enforcement Official. C. Mulching is required. Non-turf areas, such as shrub beds, shall be top dressed with medium decorative bark chip mulch to a depth of two (2) inches, or an approved alternative. D. Prior to issuance of either a Certificate of Occupancy or Approval of the Final inspection, all required landscaping and irrigation shall be installed per the approved plans, with respect to size, number, and species of plants, and provision of adequate irrigation coverage. E. Landscaped areas shall be permanently maintained to preserve plant health and consistency with the design at time of completion and City's final inspection. Maintenance includes waterin g, weedin g, pruning,runin , insect and disease control, and replacement of plant materials and irrigation equipment as needed to preserve the healthy and appearance of plant materials. VI. GENERAL REQUIREMENTS A. The project site shall be well maintained and shall be kept free of litter, debris and weeds at all times; during construction, the site shall be well maintained and shall be kept free of litter, debris and weeds. B. Any graffiti shall be promptly removed from building walls and/or fences. The developer and its successors in interest shall comply with the rules and regulations of the City's graffiti removal program and shall grant a license and right of entry as requested to enforce the terms of such program. C. No application for amendment of the application or Conditions of Approval may be submitted or accepted for processing by the city unless (i) there is full compliance with all terms of the application and Conditions of Approval; or (ii) the Community Development Director can waive compliance with the terms of the application if they are minor in content.
