City of San Leandro <br />Meeting Date: May 20, 2013 <br />Staff Report <br />Agenda Section:File Number:13-142 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for Resolution Approving a Contractual Services Agreement <br />Between the City of San Leandro and The Planning Center | DC&E to Prepare <br />the Environmental Impact Report for the San Leandro Shoreline Development <br />Project <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve a contractual services agreement (CSA) with <br />The Planning Center | DC&E for an amount not to exceed $522,130 to prepare the <br />Environmental Impact Report for the San Leandro Shoreline Development Project. <br />BACKGROUND <br />The City of San Leandro received application materials from the developer, Cal-Coast <br />Companies, LLC (Cal-Coast), in December 2012 outlining their plans to redevelop <br />approximately 50 acres of City-owned property at the San Leandro Shoreline (Shoreline). The <br />project is proposed to include restaurants, a hotel and conference center, amenities for small <br />boats, pedestrians and bicyclists, as well as an office complex and a range of single -family <br />and multi-family housing. This project requires a General Plan Amendment , a Rezone, and a <br />Planned Development approval. As such, a comprehensive California Environmental Quality <br />Act (CEQA) process, specifically an Environmental Impact Report (EIR), must be undertaken. <br />Analysis <br />Staff distributed a Request for Proposals (RFP) for preparation of an EIR in December 2012 <br />with broad outreach to environmental consulting firms in the Bay Area and beyond known for <br />expertise in complex development projects. The City received five proposals by the January <br />2013 deadline and three firms were interviewed in February 2013. After extensive review of <br />the candidate teams, including detailed reference checks by both City staff and Cal -Coast, <br />The Planning Center | DC&E was selected for recommendation to City Council.
