C ITY OF S AN L EANDRO <br />S AN L EANDRO S HORELINE D EVELOPMENT P ROJECT EIR <br />EXHIBIT A: WORK SCOPE AND COSTS <br /> <br />THE PLANNING CENTER | DC&E 13 <br />MAY 1, 2013 <br /> <br />pollutant emissions generated by the project will be compared to BAAQMD’s average <br />daily and annual criteria air pollutant thresholds. <br /> <br />The operational phase analysis will also evaluate consistency with BAAQMD’s 2010 Bay Area <br />Clean Air Plan, placement of sensitive land uses proximate to existing odors, and carbon <br />monoxide hotspots. The Planning Center | DC&E anticipates that the project would not <br />generate enough traffic volumes to warrant a detailed carbon monoxide hotspot analysis; <br />therefore, a detailed analysis compared to BAAQMD’s carbon monoxide thresholds is not <br />necessary and impacts would be handled qualitatively. Likewise, proposed land uses are not <br />likely to generate substantial odors (e.g. restaurants with five or more employees are <br />required to comply with BAAQMD Regulation 7, Odorous Substances, which prohibits the <br />generation of nuisance odors) or place new sensitive receptors proximate to existing sources <br />of odors; therefore, this would also be handled qualitatively. Cumulative air quality impacts <br />will also be described. <br /> <br />b. On-Site Operational Health Risk <br />A quantitative health risk assessment will be conducted in accordance with the BAAQMD’s <br />guidance document Recommended Methods for Screening and Modeling Local Risks and <br />Hazards and the BAAQMD’s recently adopted CEQA Guidelines. Dispersion modeling will be <br />performed using a BAAQMD-accepted computer-based model (e.g. ISCST3, AERMOD, or <br />CAL3QHCR) to determine ground-level concentrations of hazardous air pollutants at the <br />project site. Cancer and toxicity data published by Cal-EPA will be used to estimate long-term <br />health risks for on-site sensitive receptors. If the health risk assessment finds that sensitive <br />receptor exposure to PM2.5 and TACs is significant, potential mitigation measures would be <br />recommended. <br /> <br />c. Regional Construction Emissions <br />A full construction emissions analysis will be conducted for the proposed project using a <br />BAAQMD approved model (e.g. CalEEMod). Construction emissions generated by the <br />project will be estimated based on the construction phasing, the construction schedule for <br />each phase, and the construction equipment use per phase provided by the Master <br />Developer and/or City. Modeling will include three development phases, as identified in the <br />RFP. Because it is unlikely that a detailed construction equipment list is available for all <br />phases at this time, construction emissions may be based on CalEEMod defaults. The <br />construction equipment defaults in the CalEEMod program are based on surveys conducted <br />of construction sites.
