1 <br /> <br />City of San Leandro, California <br /> <br />May 24, 2013 <br /> <br />NOTICE OF PUBLIC HEARING AND INFORMATION CONCERNING <br />ESTABLISHING THE DOWNTOWN SAN LEANDRO COMMUNITY BENEFIT DISTRICT AND <br />AUTHORIZING THE LEVY AND COLLECTION OF ASSESSMENTS <br /> <br />Notice is hereby given that the City Council of the City of San Leandro will hold a public hearing <br />to determine whether to establish the Downtown San Leandro Community Benefit District <br />(District) and to levy assessments. The hearing will be held on: <br /> <br />Monday, July 15th, 2013 at 7:00 p.m. <br />San Leandro City Council Chambers <br />835 E. 14th Street, San Leandro, CA 94577 <br /> <br />The public hearing is being held in compliance with the 45-day notice requirement set forth in <br />the California Government Code §53753 (b). <br /> <br />Between now and July 15, 2013, you have an opportunity to cast a vote to establish the <br />District by signing the enclosed ballot and returning it to the City Clerk’s office. <br /> <br />Below is a brief explanation about the District and its funding. Additional information is also <br />available in the Downtown San Leandro Community Benefit District Management Plan that is <br />included in this mailed packet. <br /> <br /> Enhanced Services - the approved activities of the District include maintenance and <br />beautification, marketing and promotion of the Downtown District, program management <br />and operations, and contingency/reserves. All proposed services and improvements <br />benefit businesses and real property located in the District. The purpose of these <br />programs is to continue to enhance the District image and to attract new businesses and <br />investors. <br /> <br /> Assessment - to finance these costs, an assessment would be levied on properties <br />within the District for fifteen (15) years pursuant to the formula contained in the enclosed <br />Management District Plan. The proposed levy for the entire District for fiscal year 2013 - <br />14 is $384,680. The amount to be levied and collected for subsequent years may be <br />increased by an amount not to exceed 3 percent per year in accordance with increases <br />in the Consumer Price Index for Alameda County. Any increase in assessments will be <br />recommended by the yet to be formed District Management Corporation, made up of the <br />business and property owners paying into the District. Please refer to your ballot, which <br />is enclosed, for your specific 2013-14 assessment. <br /> <br />If you received this notice, City records show that you are eligible to vote because you own one <br />or more parcels of land within the District boundaries.
