10 <br />Finding6. From Section 4(b): “All assessments must be supported by a detailed engineer’s report prepared by <br />a registered professional engineer certified by the State of California”. <br />This report serves as the “detailed engineer’s report” to support the benefit property assessments proposed to be <br />leviedwithintheDowntownSanLeandroCBD. <br />Finding7.FromSection 4(c): “The amount of the proposed assessment for each parcel shall be calculated <br />(alongwith)thetotalamountthereofchargeabletotheentiredistrict,thedurationofsuchpayments,the <br />reasonforsuchassessmentandthebasisuponwhichtheamount of the proposed assessment was calculated.” <br />TheindividualandtotalparcelassessmentsattributabletospecialpropertybenefitsarelistedonAttachment1tothis <br />Report.TheDistrictandresultantassessmentpaymentswillcontinueforfifteen(15)yearsandmayberenewedagain <br />atthattime.ThereasonsfortheproposedassessmentsareoutlinedinFinding2aboveaswellasintheManagement <br />DistrictPlan.Thecalculationbasisoftheproposedassessmentisattributedinpartto street frontage,buildingarea, <br />parcelsizeand location ofeachparcel.Forresidentialcondominiums,theassessmentraterelatestothebuildingpad <br />areaofeachunit. <br />AssessmentFormulaMethodology <br />Step1.Select “Basic Benefit Unit(s)” <br />CBDassessmentformulastypicallyarebasedonstreetfrontage,parcelsize,buildingsizeand/or location,allof <br />whichrelatetotheamountofspecialbenefitconferredonaparticularparcelandtheproportionateassessmenttobe <br />paid.Theformulamaybaseassessmentsonasinglefactororacombinationofthesefactors. <br />BasedonthespecificneedsandcorrespondingnatureoftheprogramactivitiestobefundedbytheDowntownSan <br />LeandroCBD,itistheopinionofthisAssessmentEngineerthattheassessmentfactorsonwhichtobaseassessment <br />ratesrelatedirectlytotheproportionateamountofstreetfrontage,buildingareaandlandarea.Forresidential <br />condominiums,theassessmentraterelatestothebuildingpadareaofeachunit. <br />For commercialuses,theinteractiveapplicationofstreetfrontage,buildingareaandlandarea quantitiesareaproven <br />methodoffairlyandequitablyspreadingspecialbenefitcoststotheseprimarybeneficiariesofCBDfundedservices, <br />programsandimprovements.Eachofthesefactorsdirectlyrelatestothedegreeofbenefiteachparcelwillreceive <br />fromCBDfundedactivities.
