11 <br />Streetfrontage isadirectmeasureofthestaticutilization ofeachparcelanditscorrespondingimpactordrawon <br />CBDfundedactivitiessuchassidewalkoperationsandbeautification.IntheopinionofthisAssessmentEngineer,the <br />targetedweightofthis factor,streetfrontage,shouldgenerateapproximately30%ofthetotalCBDrevenues. <br />(30.4375%whenadjusted).Theactualassessmentrevenueprojectionofthisformulaelementis$117,087,all of <br />which willbeallocatedto sidewalk operations. <br />Buildingarea(gross)forcommercialuses isadirectmeasureofthestaticutilizationofeachparcelandits <br />correspondingimpactordrawonCBDfundedactivitiessuchasdistrictidentity.IntheopinionofthisAssessment <br />Engineer,thetargetedweightofthisfactor,buildingarea,shouldgenerateapproximately15%ofthetotalCBD <br />revenues(12.9978%whenadjusted).Theactualassessmentrevenueprojectionofthisformulaelementis$50,000, <br />all ofwhich beallocatedtodistrictidentity. <br />Landarea isadirectmeasureofthecurrentandfuturedevelopmentcapacityofeachparceland,again,its <br />correspondingimpactordrawonCBD fundedactivitiessuchasadministration/operations.Intheopinionofthis <br />AssessmentEngineer,thetargetedweightofthisfactor,landarea,shouldgenerateapproximately50%ofthetotal <br />CBDrevenue(50.23006%whenadjusted).Theactualassessmentrevenueprojectionofthisformulaelementis <br />$193,225,partof whichwillallbeallocated each,to sidewalkoperations,administrationandcontingency/reserve. <br />For residentialcondominium uses,the applicationof building pad area foreachunit is aprovenmethodoffairlyand <br />equitablyspreadingspecialbenefitcoststothese beneficiariesofCBDfundedservices,programsandimprovements. <br />The unit buildingpadarea factorsdirectlyrelatestothedegreeofbenefiteach residentialcondominiumunit parcel <br />willreceivefromCBDfundedactivities.IntheopinionofthisAssessmentEngineer,thetargetedweightofthis <br />factor,condominium buildingpadarea,shouldgenerateapproximately5%ofthetotalCBDrevenue(6.33461% <br />whenadjusted).Theactualassessmentrevenueprojectionofthisformulaelementis$24,368,all of whichwillallbe <br />allocatedto enhancedresidentialimprovementsadjacenttoresidential condominium uses. <br />ItisthefindingofthisEngineerthattherearenolandusesorownershiptypeswithintheCBD,otherthanas <br />describedabove,thatwilleithernotbenefitorreceivediminishedbenefitfromCBDfundedprogramsandservices <br />andthusallparcelswillbeassessedatthesameratesandinthesamemannerbasedonlocation.Forresidential <br />condominiums,theassessmentraterelatestothebuildingpadareaofeachunit. <br />The “Basic Benefit Units” will be expressed as a combined function of Zone1 street frontage (Benefit Unit “A-1”), <br />Zone2 street frontage (Benefit Unit “A-2”), Zone1and2 commercial buildingsquarefootage(BenefitUnit “B”), <br />Zone1 parcel size (Benefit Unit “C-1”),Zone2 parcel size (Benefit Unit “C-2”)andfor Zone1and2 residential <br />condominium buildingpadarea (BenefitUnit “D”).BasedontheshapeoftheDowntownSanLeandroCBD,aswell
