City of San Leandro <br />Meeting Date: July 15, 2013 <br />Staff Report <br />Agenda Section:File Number:13-353 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Approving a Consulting Services Agreement with <br />TruePoint Solutions to Migrate and Configure the Tidemark Permitting <br />Software System from Accela , Inc. to Accela Automation/Civic Cloud in the <br />Amount of $208,900. <br />SUMMARY AND RECOMMENDATION <br />The Tidemark Advantage permitting system is the operational backbone of the Division of <br />Building and Safety in the Community Development Department. It is used to calculate permit <br />fees, issue permits, maintain permit and inspection history, and schedule inspections. The <br />Community Development Department (Planning, Building and Safety Divisions) and the <br />Engineering and Transportation Department currently operate the Tidemark Advantage <br />permitting software. This system is over 14 years old and is outdated. The City has not paid <br />maintenance in three years because Accela no longer supports the product . The functionality <br />of the current product is limited because it does not allow online access for permitting, <br />payment, history, inspection scheduling and inspection results, etc. that many other cities offer <br />and that contractors, architects, and engineers have come to expect. The Community <br />Development and Engineering and Transportation Departments need to migrate to a <br />supported, stable, secure, feature-rich, customer friendly, and cost effective permitting <br />system. <br />The Community Development Department, Information Technology Division , and the <br />Engineering and Transportation Department reviewed options for upgrading the permitting <br />system. Staff determined that the City should upgrade to the Accela Automation /Civic Cloud <br />permitting software, based on a cost analysis, user access features, efficiency and workflow , <br />and system security and stability. <br />City staff recommends entering into a sole source contract with Truepoint Solutions for the <br />Accela software migration. Truepoint has been a strategic partner of Accela since 2005. <br />TruePoint successfully completely over 50 Accela Automation installation projects and is <br />recognized by Accela as a service partner specializing in local government agencies . <br />TruePoint Solutions will assist City staff with the analysis of the current process work flow , <br />Page 1 City of San Leandro Printed on 7/9/2013
