Downtown San Leandro CBD, the very nature of the purpose of this District is to fund supplemental programs, <br />improvements and services within the CBD boundaries above and beyond what is being currently funded either via <br />normal tax supported methods or other funding sources. These services, programs and improvements, are designed to <br />enhance the commercial core uses, increase tenancy and marketing of the commercial entities in the CBD and improve <br />the aesthetic appearance of the CBD as a whole. In addition, special services will be provided for future residential <br />condominiums. All benefits derived from the assessments to be levied on parcels within the CBD are for services, <br />programs and improvements directly benefiting the property and business owners and residents within this area and <br />support increased cleanliness, commerce, business attraction and retention, increased property rental income and <br />improved District identity. No services will be provided beyond the CBD boundaries. The proposed services, programs <br />and improvements which will provide special benefit to the properties within the CBD boundaries are described below: <br />1. SIDEWALK OPERATIONS, BEAUTIFICATION, AND ORDER: $ 234,175 - 65% <br />Examples of these special benefit services are allocated per benefit zone with Benefit Zone 1 parcels receiving a higher <br />frequency of services relative to the Benefit Zone 2 parcels. All of these services will not replace or reduce current city <br />services but will rather enhance services above their current general benefit level. Costs may include, but are not limited to: <br />• Private security services <br />• Regular sidewalk and gutter sweeping <br />• Special event management, security and clean up <br />• Respond to complaints of aggressive panhandling and homeless encampments <br />• Timely grafiti removal, within 24 hours as necessary <br />• Tree and vegetation planting and maintenance <br />• Special events maintenance and security <br />• Quarterly sidewalk steam cleaning <br />2. DISTRICT IDENTITYZVISITOR ATTRACTION: $ 50,000 - 14% <br />Examples of these special benefit services and costs include, but are not limited to: <br />• Business attraction and expansion <br />• Web site development and updating <br />• Brochures <br />• Tourist related activities <br />• Marketing <br />• Advertising <br />• Special Events <br />• Logo development <br />5 <br />
