EXHIBIT A
SCOPE OF SERVICES
General:
The project consists of replacing/converting the High Voltage Street Lighting System (6000 V) in three
different neighborhoods. Your firm will provide design and coordination services for the
replacement/conversion of the existing High Voltage Street Lighting System (6000 Volts) to prepare plans
and specifications including a combination of trenching and boring, installation of new conduits, splice
boxes, wiring, service and lighting fixtures to match or replace the existing system. The intent of the
project is to replace the existing high voltage system with a standard 120/240 volt system and abandon the
existing system in place on the following streets:
• Joaquin Avenue between East 14th Street and San Jose Street
• Lee Avenue between Dutton Avenue and Arbor Drive
• Arbor Drive between Dutton Avenue and Lee Avenue
• Warwick Avenue between Dutton Avenue and Durant Avenue
• Beverly Avenue between Dutton Avenue and Durant Avenue
• Dowling Avenue between Kenilworth Avenue and Breed Avenue
• Victoria Avenue between Warwick Avenue and MacArthur Boulevard
• Kenilworth Avenue between Durant Avenue and Dutton Avenue
The City encourages both an open minded and value engineering approach toward replacement or
conversion or a combination of both.
Task 1 Preliminary Design and Construction Cost Estimate:
Initially, CHS Consulting Group (CHS) will perform a detailed field review of the project site to inventory
(by types) and locate the existing, above ground electroliers, pull boxes and other pertinent items such as
driveways and utility poles. Also, gather relevant information from identifiable utility agencies.
CHS will then schedule a date and time to meet with City staff to discuss the scope of the project in detail.
Prior to the meeting, CHS may need to submit a list of additional questions for the City's response, which
will ultimately aid in developing a Value Engineering Report.
Specific tasks to be performed during this phase will include:
• Meeting with the City team and site investigation
• Perform a Value Engineering Report as related to replacement or conversion of existing system
• Incorporate all topographic information into a base map and issue to utility agencies
• Coordinate with PG&E regarding new service points
• Lighting level study of the existing and proposed street light system
• Prepare required plans (AutoCad R14); specifications and engineer's construction cost estimate to
conform with the City's standard format and in accordance with the Standard Specifications for
Public Works Construction(Green Book)
Contractual Services Agreement Page 3 of 15
CHS Consulting Group
