Technical Assistance for Providers: EveryOne Home has not only worked to create <br />outcomes and reporting on them, but also to create a forum for organizations to receive <br />technical assistance. The EveryOne Housed Academy offered service providers <br />throughout Alameda County an opportunity to participate in a two-day technical <br />assistance retreat to learn more about best practices including Housing First, Harm <br />Reduction, Trauma-Informed Services, and Strengths-Based Support, and translate those <br />best practices into the operations and policies of their programs. The Academy's intent <br />was to provide new strategies and tools for moving people from homelessness to <br />permanent housing as efficiently and effectively as possible. The content of the <br />Academy was developed in early 2012 by a Design Team consisting of service providers, <br />a funder, a consumer, and EveryOne Home staff. Two (2) EveryOne Housed Academies <br />have been held, the first in June 2012 and the second in March 2013. Eleven (11) <br />agencies have completed the Academy with a direct impact reflected in the 2012 <br />Measuring Success- Achieving Outcomes Report. The Academy has helped emergency <br />shelters, drop-in centers, and transitional housing programs improve their exits to <br />permanent housing. One (1) provider saw its permanent housing rates nearly double <br />from both its men’s and women’s shelters. EveryOne Home was asked to present the <br />EveryOne Housed Academy concept and implementation at the 2012 National Alliance <br />to End Homelessness conference and has also received many inquiries from other <br />counties with regard to conducting an Academy in their community. <br /> <br />3. Conducting the 2013 Sheltered and Unsheltered Homeless Person’s Count: On <br />January 29, 2013, the federally mandated Point-In-Time Count was conducted in <br />Alameda County. EveryOne Home coordinated a majority of the complex tasks <br />associated with the count including: updating the master list of potential sites to be <br />selected; securing participation from 32 selected sites; recruitment, training, and <br />placement of 200 volunteers; securing and purchasing of respondent thank you gifts; and <br />the organization of fieldwork logistics. EveryOne Home contracted with Focus <br />Strategies for the technical support on the statistical and research portion of the Count. <br />EveryOne HOME ensured the accurate submission of required data to HUD by the April <br />30, 2013 deadline. Overall, on the night of the 2013 Count, 4,264 people were homeless, <br />a non-statistically significant change from the 4,178 persons counted in 2011. This <br />number, as well as the full data set, will need to be considered in the context of a <br />prolonged recession, increased poverty in Alameda County, an increase in the overall <br />County population, and trends over a ten year time period. The report will include 2011 <br />comparisons as well as 2003 to 2013 comparisons and is scheduled for public release by <br />September 30, 2013. <br /> <br />4. Facilitating the Continuum of Care HUD NOFA submission: EveryOne Home <br />worked in partnership with HCD to submit the proposal to HUD for $25 million in <br />homeless assistance funding. This year HUD required local communities to rate and rank <br />every project in the funding package. EveryOne Home developed and facilitated the <br />local review and ranking process for both renewal and new projects. It was also <br />responsible for substantial portions of the Continuum of Care exhibit on which the <br />proposal package is scored. HCD staff facilitated the on-line submissions of each project
