Staff recommends that the City Council award the contract <br />to the lowest responsible bidder, Pleasanton Engineering Contractors, Inc., in the amount of <br />$37,000 for the subject project. <br />BACKGROUND <br />In April 2011 and again in May 2011, the Police Department reported incidents involving <br />automobile collisions into the soundwall along the east side of Westgate Parkway . The two <br />separate collisions were both single vehicle collisions with the wall at approximately the same <br />location, causing noticeable distress to the wall structure. <br />The soundwall separates Westgate Parkway from the back yards of residential properties <br />along Timothy Drive and Marybelle Avenue . The wall was constructed when the property was <br />a privately owned industrial site and became the City’s responsibility when the right of way <br />was acquired in 1987. <br />Analysis <br />During the design phase it was determined the damaged section of wall could not be repaired, <br />but must be demolished and replaced. Additionally, it was found that the existing foundation <br />was damaged in the collision and must also be replaced. These unforeseen conditions have <br />increased the project costs by 50% from $50,000 to $75,000. <br /> <br />The bids were opened on August 14, 2013.
