IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2013-125 <br /> RESOLUTION AMENDING SECTION XV-BOARDS AND COMMISSIONS OF THE <br /> CITY OF SAN LEANDRO COUNCILMEMBERS HANDBOOK, RELATED TO <br /> ADDING A YOUTH MEMBER TO THE LIBRARY-HISTORICAL COMMISSION <br /> WHEREAS, the City Council wishes to include the youth perspective on issues and <br /> actions considered by the Library-Historical Commission; and <br /> WHEREAS, amendments to Section XV-Boards and Commissions of the City of San <br /> Leandro Councilmembers Handbook ('the Handbook") are necessary in order to add a youth <br /> member to the Library-I-Iistorical Commission. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br /> follows: <br /> SECTION 1. Subsection entitled "ELIGIBILITY AND QUALIFICATIONS" of the <br /> City of San Leandro Councilmembers Handbook is hereby amended to read as follows, with <br /> additions in underline and deletions in strikethrough text: <br /> No member of any board or commission shall be a member of any other board or commission or <br /> hold any paid office or employment in the City Government. In order to be eligible for an <br /> appointment to any board or commission, a person shall be a qualified elector of the City, except <br /> members of the Youth Advisory Commission and the youth member of the Library-I-Iistorical <br /> Commission. <br /> SECTION 2. Subsection entitled "APPOINTMENTS, TERMS, METHOD" of the City <br /> of San Leandro Councilmembers Handbook is hereby amended to read as follows, with additions <br /> in underline and deletions in strikethrough text: <br /> The members of each of such boards or commissions shall be appointed by the Council. They <br /> shall be subject to removal by the Council without cause, notice or hearing. <br /> Board and Commission members, except Youth Advisory Commission Members, shall hold <br /> office commencing from the date of appointment until their respective successors are appointed <br /> and qualified. The terms of Board and Commission Members shall terminate upon the <br /> expiration of the regular term of the Mayor or Council Member representing a Council Member <br /> District or at-large position from which the Board or Commission Member was appointed. <br /> Youth Advisory Commission Members and the Youth Member of the Library-Historical <br /> Commission shall hold office for one (1) year and until their respective successors are appointed <br /> and qualified. Youth Advisory Commission Members may be appointed for up to four (4) <br /> consecutive terms. A vacancy shall be filled by appointment for the unexpired remainder of the <br /> term.
