City of San Leandro <br />Meeting Date: October 7, 2013 <br />Staff Report <br />Agenda Section:File Number:13-481 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Theresa Mallon <br />Library Services Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for Amendments to the San Leandro Municipal Code and City <br />Councilmembers Handbook to Add a Youth Member to the Library -Historical <br />Commission <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council pass -to-print the draft ordinance, and adopt the <br />resolution, amending sections of the San Leandro Municipal Code (SLMC) and City <br />Councilmembers Handbook to allow the appointment of a youth member to the <br />Library-Historical Commission. <br />BACKGROUND <br />The San Leandro Public Library serves a large youth population with many programs and <br />events targeted to teenagers. Expanding the Library Historical Commission to eight members <br />to include a youth member will lend their perspective and voice to the discussions and <br />considerations of the Commission. <br />At its December 11, 2012 meeting, the City Council Rules and Communications Committee <br />and Library staff discussed the addition of a youth member to the Library Historical <br />Commission. At the conclusion of the meeting, it was agreed that a youth member be added <br />to the Library-Historical Commission. <br />Amendments to the Municipal Code and City Councilmembers Handbook must be made to <br />enable the appointment of a youth member to the Library-Historical Commission. <br />Analysis <br />The City Council Rules and Communications Committee recommended that the youth <br />member of the Library-Historical Commission be appointed by the Library Director.
