IL ED OAKLAND CITY COUNCIL <br />�3!~F�CE Ot THE CIT <br />C�XL4no <br />��i3 ��� � 7 ME�SOLUTION NO. 8 4 2 A 2 C.M.S. <br />51 <br />RESOLUTION APPROVING DESIGNATION OF THE ALAMEDA <br />COUNTY SOURCE REDUCTION AND RECYCLING BOARD AS THE <br />LOCAL TASK FORCE UNDER STATE LAW FOR THE PURPOSE OF <br />REVIEWING AND COMMENTING ON COUNTY INTEGRATED <br />WASTE MANAGEMENT PLAN AMENDMENTS <br />WHEREAS, California Public Resources Code Section 40950 requires the creation of a Local <br />Task Force (LTF) to comment on possible County Integrated Waste Management Plan <br />amendments and to otherwise provide non-binding guidance with respect to integrated solid <br />waste planning; and <br />WHEREAS, the Alameda County Waste Management Authority (ACWMA) via Section 5.g of <br />the Joint Powers Agreement (JPA) creating it, is empowered to make replacement appointments <br />to the LTF, subject to approval by the County Board of Supervisors and a double majority of the <br />Cities iri the County; and <br />WHEREAS, the ACWMA has appointed the Alameda County Source Reduction and Recycling <br />Board as the LTF, as an efficiency improving measure in government, pending approval by the <br />County and a double majority of the Cities in the County; and <br />WHEREAS, the Alameda County Chatter Subsection 64.130.C, states that in order to avoid <br />unnecessary administrative duplication the County Board of Supervisors shall seek the consent <br />of a double majority of the Cities for the Alameda County Recycling Board to serve as the LTF, <br />but in the event such appointment does not occur, the Recycling Board shall review any <br />recommendations of the LTF regarding source reduction and recycling; now, therefore be it <br />RESOLVED, that the City Council approves designation of the Alameda County Source <br />Reduction and Recycling Board as the Local Task Force. <br />IN COUNCIL, OAKLAND, CALIFORNIA, FEB 5 2013 <br />PASSED BY THE FOLLOWING VOTE: <br />AYES - BROOKS, GALLO; KALB, KAPLAN, McELHANEY, REID, SCHAAF and PRESIDENT KERNIGHAN —� <br />NOES <br />ABSENT -43r— <br />ABSTENTION -� <br />ATTEST' �•�% 71ii1'YL' <br />LaTonda Simmons <br />City Cleric and Clerk of the Council <br />of the Cfty of Oakland, California <br />Date of Attestation: <br />
