WOO' <br />CITY OF PIEDMONT <br />Resolution No. iog-iz <br />RESOLVED, that the City Council adopts the following two Resolutions requested by <br />the Alameda County Waste Management Authority related to the appointment of a Local <br />Task Force and an amendment to the Authority's Joint Powers Agreement: <br />RESOLUTION APPROVING DESIGNATION OF THE ALAMEDA COUNTY <br />SOURCE REDUCTION AND RECYCLING BOARD AS THE LOCAL TASK <br />FORCE UNDER STATE LAW FOR THE PURPOSE OF REVIEWING AND <br />COMMENTING ON COUNTY INTEGRATED WASTE MANAGEMENT PLAN <br />AMENDMENTS <br />WHEREAS, California Public Resources Code Section 40950 requires the creation of a <br />Local Task Force (LTF) to comment on possible County Integrated Waste Management <br />Plan amendments and to otherwise provide non-binding guidance with respect to <br />integrated solid waste planning, and <br />WHEREAS, the Alameda County Waste Management Authority (ACWMA), via <br />Section 5.g. of the Joint Powers Agreement (JPA) creating it, is empowered to make <br />replacement appointments to the LTF, subject to approval by the County Board of <br />Supervisors and a double majority of the Cities in the County, and <br />WHEREAS, the ACWMA has appointed the Alameda County Source Reduction and <br />Recycling Board as the LTF, as an efficiency improving measure in government (doing <br />so consolidated a committee of the ACWMA with the LTF, eliminating the need for <br />separate committee and task force meetings), pending approval by the County and a <br />double majority of the Cities in the County, <br />WHEREAS, the Alameda County Charter Subsection 64.130.C., states that in order to <br />avoid unnecessary administrative duplication the County Board of Supervisors shall seek <br />the consent of a double majority of the Cities for the Alameda County Recycling Board <br />to serve as the LTF, but in the event such appointment does not occur, the Recycling <br />Board shall review any recommendations of the LTF regarding source reduction and <br />recycling. <br />NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of <br />Piedmont approves designation of the Alameda County Source Reduction and Recycling <br />Board as the Local Task Force. <br />
