Minutes - San Leandro City Council Meeting - January 17, 1995 Page - 12 - <br /> CITY COUNCIL COMMENTS (continued) <br /> E. Mayor Corbett said Fire Chief Jim Cole was an outstanding person, who <br /> was very involved in the community, and a loyal employee to the City. <br /> The ceremony held in his honor was very moving. She thanked his family <br /> for sharing him with the City. <br /> Mayor Corbett said the City has been honored by the U.S. Mayors' <br /> Conference. The Conference asked for information regarding any "best <br /> practices, " and the City submitted its Disaster Preparedness Program. <br /> The City has been chosen to present its Program and will discuss our <br /> public-information process, classes for homeowners, the tool lending <br /> library, etc. <br /> F. Council Member Perry said Fire Chief Cole was very instrumental in the <br /> City's initial plan. She said she misses him very much, and it is very <br /> appropriate to honor him tonight. <br /> G. City Manager Mike Oliver noted the City Council will be meeting in the <br /> Library for about 18 months while the second phase of the Civic Center <br /> is constructed. He noted the modifications made to the Lecture Hall <br /> and said the banners are the type that will be installed on East 14th <br /> Street and MacArthur Boulevard. The banners are in a number of <br /> languages and say "Welcome. " They are significant and have a message. <br /> The City Clerk thanked Tom Adams, Steve Nielsen, and their crews for <br /> their efforts in making these modifications. <br /> The City Manager, on behalf of the staff, thanked Vern Hesseltine and <br /> Joe Egan for all of their work and contributions to the City. <br /> H. The City Attorney said the vote on the Urgency Interim Ordinance <br /> requires a 4/5 majority vote of the Council and, as a result of Council <br /> Member Galvan's absence and Council Member Kerr's "No" vote, the 4/5 <br /> majority was not achieved. He said he explained the issue to Council <br /> Member Kerr and requested that the Council move to reconsider the item <br /> and revote on the Ordinance. <br /> The City Clerk re-read the title of the Ordinance. <br /> On motion by Council Member Myers, seconded by Council Member Loeffler, <br /> and carried unanimously (6) , with Council Member Galvan absent (1) , the <br /> City Council voted to reconsider the Ordinance. <br /> The following Ordinance was then introduced: <br /> Ordinance No. 95-01 , An Interim Ordinance Prohibiting Any New Uses and <br /> Declaring This Ordinance to Be an Urgency Measure for the Preservation <br /> of the Public Peace, Health, and Safety for Plaza 2 Redevelopment Plan, <br /> Area 5, Expansion Area D (extends prohibition of truck terminals <br /> adjacent to residential properties in Area 5, Expansion Area D of the <br /> Plaza 2 Redevelopment Area through November 17, 1995) . (1413/1313-B) <br /> Introduced by Council Member Myers, who moved that it be passed to <br /> print and adopted, seconded by Council Member Polvorosa, and carried by <br /> a majority vote (6) , with Council Member Galvan absent (1) . <br />
