Minutes - San Leandro City Council Meeting - January 17, 1995 Page - 7 -
7 . NEW BUSINESS
A. Resolution Approving Parcel Map 6828 (Roberts' Landing) (provides for
subdivision of existing 80.29-acre parcel into three parcels;
Subdivider, Santa Clara Land Title Company) .
Steve Meyers, City Attorney, repeated his comments regarding the Map.
He said this is for a portion of the Robert's Landing property for
which Vesting Tentative Maps have already been approved.
The City Clerk read proposed language changes to the Resolution.
Council Member Myers noted that homeowners' associations are notified
of Agendas and suggested that interested parties submit envelopes to
receive them as well . He suggested the Agenda should have an expanded
description related to Robert's Landing.
Council Member Loeffler said he did not see the urgency in the matter
and said the public should have access to the language change. He said
he favors giving the community a fair chance to look at this issue.
Council Member Kerr said the language change answered his questions,
but the matter should be put off for a couple of weeks so the public
can study it.
Ed Alvarez, Citation Homes, said the Parcel Map is the first step in a
complicated financing process, which will lead to construction of Phase
1A, as soon as the weather permits. He said delays in financing can
result in increased rates and increases in the cost of the homes, and
he is not comfortable with any delay. He said the Map redraws the
property lines for financing purposes .
Mayor Corbett said she had talked to Ms. Harrison and Mr. Houston and
received a message from Ms. Plate. She said the Council had an
opportunity to contact the City Attorney and ask questions, and she
said her questions had been answered. She said the issues and the City
Attorney's response would not change if the matter were postponed. She
said the City Attorney stated that Measure D does not apply to this
Parcel Map; this is part of a Tentative Map approved prior to Measure
D.
Council Member Myers concurred and said postponing the matter will not
change the issues.
Council Member Kerr said his questions had been answered and Measure D
is still in full force and effect.
